- Passed Class 10.
- The applicant must have completed Class 5, which is specifically designed for women involved in weaving and silk activities.
- Passed Class 7 (for men who want to purchase a power tiller or tractor).

- Applicants can submit their applications to the implementing agency, State Institute of Panchayat & Rural Development (SIPRD), Assam.
- Selection of eligible youths will be done through a block-level selection committee constituted with the Block Development Officer, President of Gram Panchayat/VCDC, Bank Branch Manager, and representatives of SIPRD Assam.
- In semi-urban/urban areas, the selection will be finalised by the bank, the SIPRD field office, and the Joint Director of SIPRD after field verification.
- Financial assistance is provided through institutional credit up to Rs 6 lakh, depending on the eligibility and circumstances of the group members.
